早上好!今天利用课前演讲的时间，我给大家讲一个真实的故事，一个关于大自然的故事：在美国西部，晴朗的午后，牛仔们将牛群赶到开阔丰美的草地上。

一如寻常，牛儿们一边悠闲地嚼着青草，一边晒着太阳。然而天有不测风云，罕见的暴风夹裹着乌云疯狂袭来，转眼间大自然将恩赐无情收回，取而代之的是它暴虐的一面。

风变得越来越猛烈，使树木倒塌并卷起沙子和石头。在一望无际的平原上它更加肆无忌惮，牛群本能地聚在一起，但无济于事，由于巨大的受风面，它们渐渐被吹到牧场的边缘，被栅栏挡住了去路，狂风并没有停止的意思，开始有牛被挤死，而后越来越多……不知过了多久，风小了。牛仔们出来一看，不禁惊呆了——大部分牛都被吹到了栅栏边，那里尸横遍地;有一小部分牛却截然不同，它们低着头朝着风吹来的方向站立着，最终活了下来。

我对生活在逆境中的脆弱和坚韧感到惊讶。自然创造逆境的同时，也创造了应对逆境的方法。若是屈服于它，它不会怜悯你，会更为放肆，让你一败涂地;若认识到“逆境像弹簧，你强他就弱，你弱他就强”的道理，那么最终会战胜它。

大家好!今天我演讲的题目是《改变不了环境，就改变自己》。

著名的文学家托尔斯泰曾经说过：“世界上只有两种人：一种是观望者，一种是行动者。

大多数人想改变世界，但没有人想改变自己。”想要改变现状，就要改变自己;要改变自己。就得改变自己的观念。

一切成就都是建立在正确的观念基础上的。一连串的失败，也都是从错误的观念开始的。为了适应社会、环境和变化，我们必须学会改变自己。

柏拉图告诉弟-子自己能够移山，弟-子们纷纷请教方法，柏拉图笑道，说：“很简单，山若不过来，我就过去。”弟-子们一片哗然。

这一个世界上根本就没有移山之术，唯一的一个移动山的方法就是：山不过来，我便过去。同样，人们不能改变环境，所以我们必须改变自己。

一个黑人小孩在他父亲的酒厂看守橡木桶。每天早上，他都用抹布把桶擦干净，整齐地排成一排。让他生气的是，常常是一夜之间，风把他整齐排列的木桶吹来吹去。

小男孩很委屈地哭了。父亲摸着小男孩的头说：“孩子，不要哭，我们可以想办法去征服风。”

于是小男孩擦干了眼泪坐在木桶边想啊想，想了半天终于想出了一个办法，他从井边挑来一桶又一桶的清水，然后把它们倒进那些空空的橡木桶里，然后他就忐忑不安地回家睡觉了。第二天，天刚蒙蒙亮，小男孩就匆匆地爬了起来，他跑到放桶的地方一看，那些橡木桶一个一个排列得整整齐齐，没有一个被风吹倒的，也没有一个被风吹歪的。小男孩高兴地笑着对他父亲说：

“要想木桶不被风吹倒，就要加重木桶的重量。”男孩的父亲赞许地微笑了。

是的，我们不能改变风，改变不了这个这个世界上的许多东西，但是我们可以改变自己，给自己加重，这样我们就可以适应变化，不被打败!

在威斯敏斯特教堂地下室里，英国圣公会主教的墓碑上写着这样一段话：当我年轻自由的时候，我的想象力没有任何局限，我梦想改变这个世界。当我渐渐成熟明智的时候，我发现这个世界是不可改变的，于是我将眼光放得短浅了一些，那就只改变我的国家吧!

但我的国家似乎是我无法改变的。当我到了迟暮之年，抱着最后一丝努力的希望，我决定只改变我的家庭、我最亲近的人——但是，唉!他们根本不接受改变。

现在，在临终前，我突然意识到，如果我一开始只改变自己，那么我可以依次改变自己的家庭。然后，在他们的鼓舞和鼓励下，我也许能够改变我的国家。

接下来，谁知道呢？也许我能改变整个世界。

人生如水，人只能去适应环境。如果你不能改变环境，就改变你自己。只有这样，才能克服更多的困难，克服更多的挫折，实现自我。如果不能看到自己的缺点和不足，只是一味地埋怨环境不利，从而把改变境遇的希望寄托在改变环境上，这实在是徒劳无益。

分步做好工作，体现了辩证唯物主义和历史唯物主义的科学精神。马克思主义认为，人类的一切实践活动，总是受到客观条件的制约和客观规律的支配的，只有认识规律、把握规律、按照规律办事，才能有效地改造自然、改造社会。但这不是一蹴而就的，而须经历实践认识再实践再认识这样一个循环往复的过程，需要有科学的态度和不懈进取的精神。

一步一步做好，必须从实际出发，立足实际，脚踏实地。这就要求我们必须注重研究自己所在部门和单位的实际情况，根据自己的特点，制定目标措施，明确方法步骤，把上级的方针政策同自身的实际结合起来，创造和掌握实情上下功夫，努力使本部门、本单位的实际情况了然于胸。

这样，我们的决策部署工作才能最大限度地符合当地实际，才能为广大人民群众所接受。例如，在养狗管理中，这是我们团队的难题之一，我们遇到了一系列问题：

一。目前，我市的高限养政策不适合少数居民的实际需求。

2、犬类管理执法工作缺乏司法保障，取证设施和执法工具落后，现行法律、法规对犬类管理执法实际工作中的具体措施可操作性差。

三。在执法过程中，存在三大问题。

一取证难;

二是没有狗，造成多人探访，执法效率低；

第三，执法妨碍执法和公务。

但我大队没有因为碰到这些问题而退缩，通过执法过程中的所碰到的这些难点问题，多次组织人员通过提金点子、组织座谈，各有关部门协调等办法，讨论研究对策，在相应的法规没出台前，自己研究可行性办法，缓解了矛盾。大队通过一调整犬类管理执法队员，增强犬类管理分队的力量，集中优势队员实施早晚时段内对主要道路、窗口地段、公园和市民练身较为集中的场所进行巡查，严格控制早晚遛犬的现象。

二积极联合相关管理部门和当地街道、公安派出所、公安九大队等，推行犬类执法进社区的工作，逐步将犬类执法工作推向全市各街道、社区(小区)。要以犬类执法为切入点，与社会共同建设，转变观念，形成执法部门相互配合，共同管理的执法机制。狗执法难的问题扭转过来，得到了广大市民的支持。

并通过一是改变了工作方式，从常规操作的一把铁夹上门，见犬就捕，到持录音笔上门，重在取证、重在整改，充分尊重相对人的选择权利，充分体现了文明执法。

二是，避免了矛盾的正面冲突，贴近群众，面对面的搞宣传、**规，亲和互动，充分体现了行政执法工作以人为本的指导思想。三是，执法成效明显，威慑力强，成效大，大张旗鼓贴通告，搞宣传，形成强大的**导向，发动群众参与，查处工作一视同仁，充分体现了公正、公平的执法原则。

三是改善了捕犬装备和设施，我们购买捕犬专用的网枪，改变目前用木棍、铁钳捕犬的落后状态，同时考虑到在捕犬中不致造成犬只的损伤，使群众和犬主能易于接受。我们还制作捕犬专门的网兜，在执法中允许当事人主动将犬只抱入犬笼中，避免了捕犬钳对犬只造成的伤害，体现了亲民执法管理的理念。

要一步一步做好工作，就要有正确的态度和扎实的作风。一方面，对于已经确定了的目标、看准了的事情，就要咬定青山不放松，聚精会神一抓到底，力求每一项工作都抓出成效，每一件事情都有着落，努力保持工作的一致性、连续性;另一方面，要善于抓主要矛盾，把工作的重点放在影响当地发展和人民群众迫切需要解决的突出问题上，攻坚克难。绝不能图省事、嫌麻烦，更不能避实就虚，避重就轻，只愿抓一些驾轻就熟、省时省力的事，甚至热衷于做形式主义的表面文章。

干事业、做工作，倘若没有越是艰险越向前的精神，缺乏扑下身子、埋头苦干的劲头，那是不会有什么好结果的。
