我们处于身心快速发展的时期，对新生事物有着强烈的好奇心，往往把上网当作一种时髦却不知如何有益地利用网络;着能独立思考却又偏信网上的小道消息;对社会的黑暗面深恶痛绝，却在浏览不健康网页时身染其中而不自知等等。而网上腐朽文化、_流毒、暴力文化对我们行为的误导，弱化了其社会感和意识;西方国家在输出网络技术、设备的同时，一些挟杂着西方意识形态的价值观念也在冲击着我们的价值观念。于是，无节制上网，引发出人格障碍，对身心健康、学业的巨大的不良影响;上网时是因缺乏自护意识而上当受骗以及利用计算机作案，等等等等，这些发生在我们周围耳闻目睹的真实个案已经或正悄悄地伤害着我们这些"网上新一代"。

面对网络的挑战，培养同学们正确的网络道德观已成为全社会的重大责任，成为网络时代崭新的教育命题。也就是说，培养同学们明辨是非的能力、良好的道德习惯和道德观念，倡导、健康的网络生活，在网上冲浪时，要"从心所欲不逾矩"，营造有利于成长学习的绿色网络环境。

同学们，让我们提高网上识别能力，树立正确的价值取向，激发斗志，砥砺意志，增强精神上的免疫力，在心灵种起庄稼，使杂草无处藏身;与此同时，给那些迷失的心灵、困惑的心灵、躁动的心灵送去航标、火把和抚慰。

“网络”这一个词语对于大家来说并不陌生，现代的社会发展，对于互联网已经达到前所未有的高度依赖程度。因为它可以帮我们做许多事，如：在节日来临之际，我们可以通过网络发一封贺卡给远方的亲人送去问候;在学习或工作时累了，大家可以听听音乐;在学习上遇到困难时，大家可以上网查找资料……总的来说，网络对我们带来的利益数不胜数!

但是，网络给我们带来种种利益的同时，也带来了不少弊端。

也许同学们在电视上就曾经多次看到这样的报道：某某青少年由于上网玩游戏时间过长，造成下身忽然瘫痪、不能动弹，严重的还有休克昏迷的例子。这只是网络给我们带来的危害中极小的一部分呢!

为了证明这一点，我把网络的弊端做了一个整理。

首先，如果玩电脑游戏的时间过多的话，那么，我们用来学习的时间就必然会大大地减少。

其次，长时间地玩电脑游戏，对我们的视力和健康十分有害，当你沉迷在电脑游戏带给你的快乐中时，你的视力也在不知不觉中一天天地衰退，等你最后醒悟时，已经来不及了!

再次，玩电脑游戏，特别浪费金钱，作为小学生的我们，零花钱主要依赖于我们的父母，所以，为了能够进网吧上网玩电脑游戏，我们必然会巧立名目向我们的父母索取，要不然就东拼西凑、挖空心思地弄钱，哪里还有心思学习，有的同学甚至因此而走上了犯罪的不归路。

同学们，虽然网络能给我们带来许多利益，但是，好处与坏处权衡起来，我认为，玩电脑游戏，弊远远大于利，所以，同学们，为了我们自己的将来，请远离电脑游戏吧。

网络，给人们带来了不可估量的便利、机遇、财富，也给人们带来了无法预期的许多潜在危机。网络，真是个让人又爱又恨的地方。

各位下午好：

这是我第二次参加世界互联网大会。和过去的一年相比，变化还是非常大的。去年，我们这儿只是互联网业界的聚会，今年，出现了很多新的面孔：有国家元首，有非通信行业的学者，还有各行各业的人。

互联网必须是一个生态，这个生态必须由多物种组成。物种越丰富，生态越健康。参与的人越多，才能真正做到共荣共存、相互依赖。

我相信明年的现在，变化会更加大。我们中国有句话，山中一天是人间千年。虽然没有那么夸张，但是互联网由于它的强大的能力，所看问题的角度和深度广度的不一样，确实我们把一个月当一年用，一年当十年用，发展速度特别快。刚才我也在网络上看到了周鸿祎的微博：“一夜之间，世界全变。”一下子成为世界最老的“网红”。

1994年底，我在北京参与一个研讨会，讨论互联网是否需要管理和治理。那时候互联网还没接进中国，就诞生有一批专家要对互联网的未来进行管理。

20年过去，所有他们担心的问题都没有发生，但是没担心的问题却都全发生了起来。

今天，全球有32亿的互联网用户，其中15亿人出生在1980年以后，互联网已经深刻影响世界，光在中国有近7亿人使用互联网。

如果不对互联网的发展进行系统治理，我相信，这是对全人类的挑战。当然，不是每个人都喜欢被管理的，或者说，绝大多数的人都不希望被管理。

我知道在美国等一些国家的技术人员和自由思想认为，互联网不需要管，该怎么样就怎么样。

但是，政府总是喜欢管的。

事实上呢?我觉得出了问题，再管已经太晚了。毕竟，20年前我们也许不知道该怎么管，但20年以后，我们必须要有一种对互联网治理的思考。

互联网治理的特性，就像乌镇的水一样。水，第一是无所不达、互联互通的;第二是清澈透明的;第三是要共同治理的。

所以，水不是谁能管好，而是需要共同治理。各个国家、各个民族、各个文化不同，治理的方法确实不同。

我在海外听不少人讲，中国互联网是不是管得太紧?但我自己这么认为：不管怎样，这个国家管出了7亿用户，管出了bat(百度、阿里巴巴、腾讯)，管出了很多创新，还是有很多东西值得学习和反思的。

就像我们阿里巴巴一样，我以前特别反对管，但是今天出现了假货、欺诈，人家说你管理不严，所以还是需要有些管理的。

第二，我们正在进入从it到dt时代的转型。it，我称之为information technology。dt，我称之为datatechnology。it和dt巨大的差异在于思想上的差异，重要的差异是成功者必须是利他思想。只有让你的员工、客户、合作伙伴比你更强大，只有让你的竞争对手比你更强大，社会才会进步，你才有可能成功。

互联网已经把人类变成了共同体，在这里面，你中有我，我中有你，并不是你消灭我，我消灭他的情况。互联网的技术正在发生天翻地覆的变化，技术也未必是好的，技术也会带来很多麻烦。

这次我看到了“互联网之光”博览会里有很多优秀的产品、技术。过去20年，我们把人当作机器，未来很有可能我们会把机器当作人。我相信衡量一个企业，一个个人的成功不是你获得了多少权力，不是你赢得了多少财富，也不是你头上有多少花环，而是让你的客户、员工、社会赢得更多的权利，获得更多的资源、财富、光环，才是真正的成功。

技术和思想的变革一定会引来各种各样的不满和混乱。

今天我在中国，有人说我是卖假货的马云，有人说我是颠覆的马云，破坏者的马云……我并不在乎，跟30年前改革家受到的压力和指责，跟现在反腐倡廉所受到的阻力和指责，我们这些算什么?

但是我们今天必须要明白一个问题，社会的进步是谁也阻挡不了的。

大家说制造业不行，制造业从来就没有不行过：苹果很好，特斯拉也很好。有人说实体不行，实体其实也不错。今天大家说零售行业被电子商务冲击了，但是大家记住没有，20年以前，今天的零售行业冲垮了零售小贩，冲垮了国有体系，但是当时他们引领了未来，创造了需求，引领了需求，发现了需求。今天的电子商务，今天的年轻人用互联网的技术发现了需求，创造了需求，今天更诞生出无数的新实体，在我们看到别人这个不对、那个不对的时候，我建议大家多思考一下自己问题。

最后我想跟大家讲，整个社会的进步谁也阻挡不了，我们必须学会感恩昨天，没有昨天it的积累，没有昨天全人类各个知识的积累，我们不可能走到今天。我们要敬畏明天，更要珍惜现在。

不管今天互联网在座的，bat也好，谷歌也好，facebook也好，不管多了不起，我们在台上的时间并不会太久。珍惜今天每一天的努力，珍惜今天每一天的贡献。我们时间不多，但是可以做出对人类影响的东西非常之多。没有人是未来的专家，对未来我们既要敬畏，但也要大胆的尝试，只有从一点一滴做起。勇于犯错误，这个社会才会进步。

希望每一年的互联网大会能够越办越成功，越来越多的新鲜面孔参加，世界各国的人能够参与到这，分享到这，让全世界的年轻人分享互联网，让互联网对社会创造正面的、积极的贡献。谢谢各位!
